Mr. Mohamed Khalifa A Al-Sada
He is one of the most well respected senior professionals in the maritime industry of the State of Qatar. During his tenure at the government of the state of Qatar, he has been responsible in building the initial policies that defined the development of the ports for the state of Qatar. He is the ex-vice chairman of Qatar Shipping Company (Q-Ship). During his period at Q-Ship, the company expanded to becoming one of the largest ship owning and operating company in the region. He is also the ex-chairman of Qatar Quarries and Building Materials Company and is credited with commencing the first import of Gabbro into the state of Qatar. He has been instrumental in setting-up S’hail Shipping and Maritime Services PQSC. His invaluable knowledge and net-work in the maritime industry will act as beacon for the growth of S’hail.

He is an engineer with post graduation in organization studies. He has over 2 decades of hands-on experience in shipping and maritime sector. Before joining S’hail, he was operating over a billion dollar of shipping assets in Singapore. And, prior to that, during 2001 to 2005, he was the manager of business development and planning at Qatar Shipping Company (Q-Ship) where he was the key player in developing multi billion dollar expansion and diversification projects for Q-Ship involving various sectors / segments / aspects of shipping and maritime industry. He started his career in 1990 as a graduate engineer trainee at Essar Shipping Limited, Mumbai and since then he has accumulated wealth of knowledge in all aspects of shipping from options of financing, new-building, sale & purchase, insurance to ship management and chartering. He brings-in the expertise to S’hail to deliver high standards of services to its clients at the most competitive freights.

Mukhtar Ahmad Elaskar
Head of Offshore & Technical Services
Mr. Mukhtar Ahmad has joined our company as Head of Offshore & Technical Services. His technical knowledge spans into various subjects including Diploma in Mechanical Engineering (Mumbai), a Certified Welding Inspector (USA), a certified UT (Ultrasonic) Inspector, an ABS Qualified Marine (STCW) Assessor, an IRCA (UK) compliant Lead Auditor for ISO 9001, 14001 & OHSAS 18001. He is BV (Paris) & ABS Certified Lead Auditor for ISM, and DNV + ABS ISPS certified CSO. He did IOSH from port of Tilbury in the UK and has dozens of other certifications from Schlumberger, SOLAS and others.
He is ex-Gulf Marine Services (Abu Dhabi), Inchcape Shipping Dubai, VM Marine (Ajman-Singapore) and UCC (Marine Master, Qatar). He has held portfolios from Estimation Manager (2000 men Shipyard in Dubai) to Quality & HSE Manager, DPA, CSO (Offshore Vessels, Jackups, Port Agency & Liner Services, Shipbuilding, BPO, Container Repair Depot), Marine Manager (Qatar), Technical Manager (Tankers & Offshore- Dubai) & Deputy General Manager (Harbour tugs & Mooring Operations, Qatar). In his career across Middle East, Africa, India, Asia Pacific, US and Europe, he has inspected/ repaired 1400+ ships of 52 different types and has audited 600+ companies/ vessels. He was commercially in-charge for close to 100 drydockings and major refit & conversion projects besides building self-propelled 149 men jack up accommodation barge (KIKUYU 4303) to MODU code.
He is a chartered accountant with Institute of CA Srilanka and also a graduate in the bachelor of science in finance. Starting his career in KPMG – Srilanka, helped him to gain valuable international exposure in Male and Qatar particularly in financial reporting and auditing of the Companies in various sectors. Prior to joining S’hail, during his tenure at KPMG Qatar, he got an opportunity to serve as a financial auditor of state controlled companies like QAFCO. His expertise in accounting and financial reporting will contribute to safeguarding the financial health of the company.
He is done his Masters in Business Administration. Prior joining S’hail, he was working for Qatar Quarry and Building Materials Company for about 10 years. He therefore has immense insight into the local gabbro market and Qatari maritime regulations. He contributes to S’hail in securing local gabbro shipment contracts as well as ensuring ship’s compliance with Qatari flag regulation.
